适用于类似Logi MX Master的侧滚轮，因为在网页浏览时，横向滚动场景属于有但不常用，故通过此脚本拓展一下侧滚轮的实用性。

代码沿用了HotKey Next Page，所以保留了热键翻页的功能，但默认关闭，可以通过代码中needHotKey改为true开启，自定义规则同原脚本
