bugfix: quicklinks bar was always showing even when no links were configured for the bin

changed storage structure. should now take less effort and less storage to configure multiple bins using the same resources. also requires less error handling that way. (200 lines of code just for the convenience of a GUI ahaha)

* links always open in new tab
* fixed issue with autocomplete being unhappy about fieldset container scrolling (it's much happier when the whole dialog div gets scrolled instead)
* adding resources/fandoms automatically scrolls all the new input fields into view
