Core API - Provides window.SettingsTabManager for other scripts to add settings tabs.
This is a core API for adding tabs to 8chan.moe/se's native settings panel.
Tabs will be added to the right of the site tabs like so:
`Filters CSS JS Other | Script1 Script2`
There is a known bug where going from a site tab, to a script tab, then back to the same site tab causes all tabs to unload.
There is unfortunately no good fix for this. Simply click a different site tab to force it to load.
