Right sidebar at repository page with description and other becomes top row, readme pulled above files.

Makes repository root pages more content oriented: pulls information from sidebar (description, link, meta info) and readme under title, leaving actual files listing on the bottom.
Effectively reorders content into single column layout:

From original strangely scattered and isolated pieces of information:
