Such a link will cause the browser to scroll there on re/load.

This script only works on elements with the proper header tag, to be sure. There are idio.. web develeopers, who do things like <div class="head">. But beware; adding tags like div to the h1, h2, .. list will make whole areas of the webpage a clickable anchor.
